Roaming cats enjoy loose soil and mulch, and frequently use gardens and landscaped areas as litter boxes. Laying rough-textured or chunky bark mulch or ornamental rocks on the soil may repel them, because these materials are uncomfortable to soft paws. You can also lay chicken wire on the soil and cover it with mulch. Cats don't like the smell of dog hair or anise oil, so try spreading these substances on the soil. Shredded lemon and grapefruit peels also deter cats. If you prefer using a commercial product, try one like Bad Cat, which contains citrus oils.
Cats generally don't eat garden plants (except catnip), but they can be a problem when they dig into the soft soil of garden beds.
